1. Eligibility for Vehicle Scrapping

  • Private Vehicles: Non-transport vehicles older than 15 years whose registration has expired and failed the fitness test.
  • Commercial Vehicles: Transport/commercial vehicles older than 15 years lacking valid fitness certification.
  • ELVs (End-of-Life Vehicles): Damaged in accidents, natural disasters, or declared permanently unfit by Government authorities.
  • Voluntary Scrapping: Owners can scrap their vehicles voluntarily at any time to claim incentive benefits.

2. Required Documents

  • Original Registration Certificate (RC) of the vehicle.
  • Aadhaar Card of the vehicle owner (for identity verification).
  • PAN Card of the vehicle owner (for tax and financial verification).
  • Cancelled Cheque / Bank Passbook Copy (to process scrap value payout via digital transfer).
  • NOC from Financier / Bank (Form 35) if the vehicle has an active loan/hypothecation.
  • Succession Certificate / Death Certificate if scrapping a vehicle registered to a deceased owner.

3. Customer Responsibilities

  • Verify that the vehicle has no active court disputes, pending police challans, or criminal records.
  • Surrender the original Registration Certificate (RC) at the RVSF center for VAHAN portal deregistration.
  • Ensure the chassis number plate is physically intact and matches the RC records.
  • Remove personal belongings from the vehicle before handing it over for dismantling.

4. Safety Guidelines

  • Fluids Drainage: All vehicle fluids (fuel, engine oil, coolant, brake fluid) must be drained safely before processing.
  • Airbag Deactivation: Depressurize and dismantle airbags and seatbelt pre-tensioners prior to mechanical crushing.
  • Battery Disposal: Safe removal of Lead-acid and Li-ion batteries to prevent short circuits and thermal runaway.

5. Vehicle Acceptance Rules

  • Vehicles must have a matching chassis number plate physically embossed on the chassis frame.
  • Stolen vehicles or vehicles listed in police FIRs will be rejected immediately and reported to authorities.
  • Vehicles must be complete with major assemblies (Engine, Transmission, Axles) to be eligible for full scrap value.

6. Inspection Process

  • Step 1: Document Verification: Inspection of original documents and uploading to the VAHAN portal.
  • Step 2: Physical Inspection: Verification of chassis number, engine number, and fuel tank system.
  • Step 3: Clearances Check: Checking online registers for pending traffic challans or bank loans.
